The same way as a treadmill does but instead of moving the ground under you feet it uses wheels on the foot gear to cancel out the movement...

Wouldn't the user lose balance?

If they can precisely match the movement speed of your feet then no.

Now that i think about it if someone has problems with their feet(like duck feet) IDK how it could compensate that, unless i has a crap ton of wheels in different orientations.... :D

Looks like the kind of thing that would break easily, especially from having someone's weight on them.
