Cannot get GTAV to go above 30fps on a gtx 1060! Please help!

Troubleshoot.  Try turning down resolution and see if FPS improves.  Try turning down graphical settings and see if it improves.  There is a known bug in-game with VSync apparently, but that doesn't apply to you as you have Vsync off.

Hey I have just completed my first build a few months ago.. And I  cannot get Gtav to benchmark over 30fps. This is my build setup and in game settings any help would be huge!

Build:
Cpu- Intel - Core i7-7700K 4.2 gh

Cpu cooler- coolermaster v8

Motherboard- Asus - PRIME Z270-A ATX 

Ram- Team T-Force Night Hawk RGB 16GB (2 x 8GB) DDR4

Ssd- Samsung evo 960-500gb

Hd- seagate firecuda 2Tb

Gpu- EVGA 1060 6gb dual fan

Power- Thermaltake 650w 
80+gold

Monitor- Samsung U28E590D 28-Inch UHD LED-Lit

In game settings:

Graphics;
Screen type- Fullscreen 

Resolution- 3840x2160

Aspect Ratio- Auto

Refresh rate- 60hz

FXAA: On

MSAA: X2

TXAA: Off

VSync: Off
Population Density, Population Variety and Distance Scaling are all maxed out.

Texture Quality: Very High

Shader Quality: High

Shadow Quality: High

Reflection Quality: Ultra

Reflection MSAA: Off

Water Quality: High

Particles Quality: High

Grass Quality: Very High

Soft Shadows: Softest

PostFX: Ultra

Motion Blur Strength: Off 

In-Game Depth of Field Effects: On

Antisotropic Filtering: X16

Ambient Occlusion: High

Tesselation: High

Advanced Graphics;
Long Shadows: On

High Resolution Shadows: Off

High Detail Streaming When Flying: On

Extended Distance Scaling: 4/10 on the slider

Extended Shadows Distance: 10/10 on the slider

Frame Scaling: Off

-I have windows 10 pro 64bit installed and set to high performance  any help would be amazing!

It's still vague, but...

Did you run Msi afterburner/rivatuner to check usage/temps? Driver updates?

In theory your specs should handle it. But I think is the 2160p

Well no duh, you're running it at 4k bruv lmao

Thats why I tagged myself a newbie. My monitor says 3840x2160. So i set the game to that. I get it real simple. Overwhelming to me who has always played console and just made the switch. No friends to help me just the internet. And ill tell you the tech community can be extremely helpful yet very condescending. Thank you for your time

Oh, my bad, I just saw the question and looked at the specs. I agree it can be overwhelming, when I first started I was a lot dumber, such as I thought a gtx 1060 was a cpu cooler lol

No worries its my first build. First time doi g anything like this. It was super rewarding.. Pretty proud of it.. Just need to figure out what the hell im doing.. Lol my cooler is a monster! It was hard to find a case to fit it.. So big but i love it! I have a Thermaltake p5 case so its all on display!
