What is the best 1080p (16:9) all round monitor for 200-300€?

Hi all,

I want to buy a new monitor for my brother, but I'm having difficulty choosing.

Use case: Gaming 30% - Watching movies 30% - Web browsing 40%

Required specs are:
Size : 23"-25" (space constraints)
Resolution : 1080p (limited by 1050Ti)
Aspect ratio : 16:9
No curve

Desired attributes :
1) High refresh rate over 90 Hz (because it's nice for other things except gaming) 
2) Some sort of VRR (G-Sync would be nice, but at the price Freesync would be OK too I guess...)
3) VA panel (for blacks in movies). IPS second, TN third
4) Low input lag (more important than response time)

Anything comes to mind?

My choices are : Acer KG251QF ; LG 24GM79G-B ; ViewSonic XG2401 ; Dell UltraSharp U2419HC ; or older Dell UltraSharp U2417H ; A bit more pricey Acer Predator XB1 XB241H bmipr and ASUS ROG Swift PG248Q are outside of range, but would consider them if they are significantly better.

Any thoughts? Any favourites? Any other that you would consider?

Just buy any of the 1080p 144hz free-sync displays they're all fine.
