Stuttering in every game

lick321

Hello everybody i have problem with my pc specs:

Intel Pentium g3258 OC 4.0ghz

Gigabyte gtx 760 windforce

16gb g.skill ram

Corsair VS550w

Kingston SSD

MSI H81M-E33

when i play games anything lower than 60 fps feels like 25 and huge stuttering i recorded video to show you i locked fps with vsync and half refresh. On my old system amd athlon x2 6000+ and nvidia geforce gt 9500 512mb and ddr2gb ram old games like cs 1.6 assassins creed 2 runs very smooth without any stutter. In main system in nvidia control panel wheres that nvidia logo spins at 30fps looks very smooth but in games not. All drivers installed tried reinstall windows many times but still same

+ i get screen tearing i tried change video cable but nothing helps

THX IN ADVANCE.

Those are some pretty low specs considering what is the norm today, did it just start occuring in this game or was it always like this?

Disable vsync. The issue is when the fps hits <60 your input lag will explode.

PC Specs - AMD Ryzen 7 5800X3D MSI B550M Mortar - 32GB Corsair Vengeance RGB DDR4-3600 @ CL16 - ASRock RX7800XT 660p 1TBGB & Crucial P5 1TB Fractal Define Mini C CM V750v2 - Windows 11 Pro

What are your temps?

Are you 100% sure your monitor is connected to the GTX760 and not to the motherboard?
