Short stutter happening in every game i play

For a few months my system has been freezing for about half a second in any game i play. It's completely random and doesn't happen very often but when it does it's VERY annoying.

I've noticed it in CSGO quite frequently, Overwatch, osu!, Destiny 2, and it even happened once when i played geometry dash as a joke for about half an hour (along with slight screen tearing even though v-sync was turned on (for some reason) and i had a very steady framerate) It's probably happened in other games too but I can't remember any off the top of my head.

These games are all on different drives so im confident that's not the issue. (CSGO and osu are on an ssd, Overwatch is on an m.2 drive, everything else is on a hard drive)

So i'm pretty confident it's not because I have low powered hardware.

 

Some maybe useful info???
I have disabled cortana in the registry

All of my pc settings are set to max performance in nvidia control panel and power management

I normally only have discord, steam, nvidia stuff, a tablet driver, razer synapse, lightshot, java update checker, blizzard app, and sometimes chrome running (along with windows stuff)

I think i noticed it once in beatsaber but i'm not positive. I haven't played it enough to be sure.

It happens in vr too, so i don't think it's the monitor.
