You're better off buying a used Dell Optiplex or HP Z workstation with at least a quad core CPU and throwing in an SSD and a used GTX 970, 1070, 1080, or whatever your budget allows for.

that's a whole new level of blanket statement.. literally 90% of the optimplexes out there that apply to your definition are absolute garbage..

Nah, a lot of Dell Optiplexes have i7 4770s and i7 2600s. As for HP Z workstations, they're a lot of good deals for those.

but the ones that are dirt cheap, have garbage in them. and if you want to refer to ones with specific cpu, you're better off mentioning that.

for sure! but I would rather scrap the cooler, get a cheaper case and invest it into something like a 2600 or 1600 depending on pricedifference
