EVGA GTX 1070 ti corrosion???

I was going to clean up on my pc when I found this on the GPU, I bought it 2-3 months ago on the used market

 

 

What could it be? Should I be worried about it?

If it is corrosion it might be coming from the compasitor. From what i can see is it just looks like some dust or cleaning solution that is just caked on there. Has the card had it's heat sink taken off recently?

There is this thin layer of corrosion (Wich I can wipe off quiet easily) see the picture
