Drag and Drop in VM?

I am trying to transfer a program from my windows PC to windows VM. Drag and drop is on and it's bidirectional but it doesn't work. It just shows a circle and slash no matter what I try to drag and drop. I could also try a shared folder but I cannot see it in the VM
