8086k worth it for this price?

Whether 9th gen is better depends entirely on your needs. If you're only gaming, the 8700K and the slightly better binned 8086K are still better value. That said, 3800NOK being about €380 that's not that far under the official MSRP. But hey, it's new so have at it. Currently all prices on Intel chips are super inflated across Europe.

The 8086k costs 4500 NOK new here in Norway, and a friend of mine is selling it to me for 3800 NOK still unopened in its box. Would you say its worth it, or is the 9th gen that much better?

I just checked from Amazon.de and a brand new 8086k is about 520€ + tax ~550? You can get one for (new) from Finland for about 470.

So OP is getting some kind of a discount. Then again gotta see what it's going to be used for. Since 8700k can be found for 317€ from Amazon.de, so it's good idea to value the performance difference of 8086k and 8700k.

I don't know, lately it has been adding a tax difference afterwards, like VAT is 24% in Finland, and something a bit less in Germany, and that tax is added afterwards. It's fairly small difference though.

I did mention the price inflation in my original message, but I guess it never hurts to underline it :)
