Does my Power Supplie have a problem?

Yo waddup my dudes,

Its almost wensday and my pc is showing me sinage from weekend.

Its randomly shutting down, hard locking, blue screening and stuttering for 1 second.

I found my baby boss problem (in my eyes) as seen at the +12 volt rail on my psu.

Its an 750 watt on a i7 4930k with an gtx 770.

Could this be my problem? or should i try something els before replacing the psu?

What model PSU is it?

You're using software to measure voltages, which is not possible to do accurately, and always gives wrong and random results. Your computer would hardly turn on with 10.9V on +12V.

 

Issues like hard locking, blue screening and stuttering for 1 second mean that the PSU isn't the problem. It's a problem with your graphics card, drives, system or something else entirely.

 

We can't comment on your PSU either, since you didn't tell us what PSU you have...

It has problems booting aswell after "cold start" if not booted for about 2 hours it tries to boot spins fans for 1 second than drops out and retries untrill i remove 24 pin and resead it.

Unless you can measure the voltages with a multimeter or other proper tools, ignore them.

Software readings aren't necessarily that bad, but it does depend on where the sensor is reading from, and how well it is calibrated, and if the software is interpreting the sensor data correctly.

 

You could get a cheap multimeter off ebay or similar to get a 2nd opinion on the voltages.

Unstable memory or cpu overclock can result in power cycling like you described.
