Confused on how to edit this low res picture

I've been trying to remove the background of this picture for a little while now, and I can't seem to get far without having to start over. I was wonder if someone could help me. I don't normally edit pictures, this is like my 2nd time.

i know this was really just a "do my work for me" post but honestly git gud

when youre working with low res, its all by hand
and because its so low res, it honestly takes like 3-4 minutes maybe
