Windows 10 fullscreen broken, large transparent borders on 3 sides

Any ideas how to fix this?

You can see a large, probably 5-10 pixel border on the bottom and both sides. This happens with all video apps and also seems to be causing them to act weird, like the task bar doesn't get hidden behind them.

 

IGNORE THE EXCLUSIVE FULLSCREEN NOTIFICATION! I turned it off because it's a temporary bandage to fix the issue in MPC-BEx64, it has nothing to do with the problem other than allowing me to erase the borders at the expense of functionality in a single application.

 

Fullscreen games like say skyrim work fine, fullscreen desktop apps like VLC, youtube in a browser, etc do not work full screen. Even if I press f11 on this page in my browser to make it full screen, I still see the border.

Have you tried to update GPU drivers? Or use older or beta drivers?

Yes, didn't seem to change anything.

It can be some overscan/underscan settings (especially in Radeon cards) or some Windows modifications (do you use any tools to modify Windows look like change sizes of buttons etc?).

Turns out it was Windows' fault for attempting to install AMD drivers and doing a half-assed job of it. I extremely carefully cleaned up the drivers and disabled my network so windows couldn't download and install drivers when I restarted it, then it worked fine.

So unfortunately I have to bump this to say reinstalling drivers only works for a short amount of time, then it goes back to the weird border thing. It also doesn't disable the taskbar in fullscreen like it should. Any more ideas?
