Choppy video playback: all streaming sites except YT

As title states, I'm getting choppy video playback from pretty much all streaming websites such as netflix, hulu, hbo, showtime. Playback only seems to be okay on youtube, even up to 4k on videos that have it. I'm not sure what to do. I have good down speeds (110+ mbps), I've cleared my cache and even reinstalled my browser which is google chrome. I've even tried using internet explorer but it's still choppy

update: i disabled hardware acceleration and i haven't noticed any chop or stutter since. Mods feel free to delete this thread.
