Windows Recovery Mode and launch sfc/scannow?

or

Boot into Linux to use your recovery backup drive to restore the system

Just use Windows System Restore. Boot the system from Windows install disk/USB flash drive, pick language, then pick the repair option, instead of the "Install" button, and in there you'll find "System Restore" in the options. Pick it, and it will ask you which point in time you want to restore, pick an item (say the last one, or one before the virus infection), and voila. Windows will restore itself, like a time machine, but it won't affect your personal files.

Copy that single file from your backup or from any other computer with the same version of system using bootable ubuntu.
