BCLK 101.2+ Locks CPU Multiplier at 36.5

When I want to benchmark I'll use BCLK to boost the top end of my Ryzen 2700X.  I've never seen a behavior where BCLK does anything beyond increasing my clock speed, but starting last night -- changing BCLK to anything above 101 caused (and still causes) the CPU multiplier to drop to 36.5 while still using the BCLK to set the clock speed off that lower multiplier.  One thing I have tried is using asynchronous BCLK.  When using it the CPU multiplier behaves as expected, but it isn't my preferred method of BCLK overclocking because it adds to RAM latency.  Can anyone offer any insight?

The Core Performance Boost option in BIOS needed to be changed from Auto to Enabled.  I didn't recall changing the value from what it should have been and it was an oversight on my part and so I feel extremely dumb after hours and hours of hair pulling.  As I should.
