how to speed up my old Optiplex 620?

i have an ancient dell optiplex 620 running pentium d 915 cpu. 1tb hdd and 1GB ram. i just purchased 4 1GB ddr2 ram 800mhz on ebay for 7 bucks. What else can I do in order to improve the performance without spending any more than 20 bucks? Right now it can only run 1 program at a time and open 2 tabs on google chrome.

Honestly, a computer that old should be at a recycling center, not on ebay. Not even worth $7.
