GPU usage on 55% while playing DIRT Rally VR

Hello, recently I started noticing fps drops in dirt rally VR (HTC VIVE) so I checked and my gpu usage never goes above 60%. I checked CPU usage but neither of my cores go above 70% either so it cant be CPU bottlenecked. Any idea why this could happen?

 

I have 1080ti, TR 1950x (@4ghz), and 32GB RAM

It may bottleneck even without hitting 100% in any cores. I would say it's the CPU. What's the RAM speed? Ryzen, specially TR, likes fast memory for fast infinity fabric.

the ram is at 3000 mhz and it is nowhere near bottlenecking. Also the issue started recently so it cant be suddenly because of the cpu

Tried the new dynamic mode? Or gaming mode?

gaming mode. Dirt Rally doesnt even turn on if there are more than 16 threads...
