What 1060 to get

What 1060 card should I buy? should i go for more clock speed, backplate, fans? I am thinking of a EVGA 1060 SSC or a Gigabyte card but I am not sure.

also what is the average price for the cards now? Or should i get a RX580 (and if i do which one.) I want get a good value for my money and i don't know the way to go.

Just get whichever one is the least expensive with a non-blower cooler. The minor clockspeed differences make little-no difference.

Prices are pretty decent right now, if you're able to I'd even shoot for a 1070 ot 1070ti. Look in the used market on Ebay, you'll find plenty of good deals. If you're cautious than go for a EVGA card since their customer service is so great.

Seems like this one is the cheapest card at this level without significant problems

https://pcpartpicker.com/product/rKgzK8/powercolor-radeon-rx-580-8gb-video-card-axrx-580-8gbd5-3dhdv2oc

but if you're willing to pay for better customer service, XFX is much better than Powercolor (btw I consider EVGA, Sapphire and XFX to have the best customer service among graphics card brands).

can't recommend EVGA 1060 6gb because their 2 fan models are too expensive.
