I have been having this problem for months now. About every 15-20 minutes, my entire system will stutter, and I will hear a robotic buzzing sound. The mouse stutters, video, and audio. The stutter only lasts for about half a second. When the stutter occurs, there is no noticeable change to anything in the task manager.

 

Here are some things I have tried:

- updating graphics drivers

- downgrading graphics drivers

- uninstalling programs and killing unnecessary processes

- changing monitors

- changing headphones/speakers

 

I am at a loss here. The issue is very frustrating, and I'm considering reinstalling windows, but am afraid it is a hardware issue and that it won't help. Any tips or previous experience with a similar issue would be greatly appreciated.
