Is Asus eeebook E203NA is suitable for arduino programing

Is Asus eeebook E203NA is suitable for arduino programing and using applications like processing3, fritzing. I have a very tight budget the only far I can go  up to Rs 14000 or $200

eebook? arn't those the atom netbooks? Well it would not be fast (that they used java also does not help) but in the end it should run smoothly. 

Fritzing is a bit more hardware consuming. Unless you want the images fritzing generates it might be worth to switch to a real EDA.
