Who think this cooler is interesting.

Woah, this interests me.

this cooler looked like a regular air cooler from a distance, but it is actually a really compact aio liquid cooler! The radiator is actually on the cpu block.

Why do they have tubes? Couldn't they just connect the radiator directly to the block? (side note I like the tiny fan for VRM cooling lol)

Because it's probably a lot cheaper to use existing radiator and pump designs, just cutting the tubing shorter and gluing the radiator to the top of the CPU block. Redesigning and retooling to make it so it connects directly to the block probably isn't worth it.

Helps for thermal expansion maybe? Or to get around a patent someone else holds.

From what I understand and what I have researched (been wanting to buy a Xeon workstation for a few months now) - they usually don't have intake fans.  These sit at the front bottom and suck air passively through the front of the grill lol.  So its like...not actually getting cold air in efficiently...and not exiting hot air its generating efficiently...lol

I think this setup takes away the advantages of water cooling. Which is taking weight off the socket and allowing you more control of either your ability to intake cold air or exhaust hot without it having to deal with internal case air. I think in this scenario you would be better off just using an AIR cooler instead of this contraption which isn't really going to give you any huge advantage.
