4GB RAM, but 3.80GB usable

Nope, there would still be stuff reserved an probably some overhead to avoid unexpected crashes. 

 

Not giving the iGPU any memmory would result in no screenoutput through the iGPU. 

 

Its not a lot lost to windows and random bits like drivers. If you need more, second hand dimms are cheap.

64-bit  Operating Sytem, x64-based processor, but cant use all my RAM 

 

4GB > 3.79GB usable ------------- I've tried a couple things, but unsuccessful results so far.

It's probably being reserved for the integrated graphics and then other little bits and bobs.

You can't. And 200 mb more wont give you any difference in performence in daily use. It isnt worth the struggle of hours of diagnosis
