Commercial Grade/ Foundable Software for Stream Video/ Audio via Azure?

Is there an Software on the Marked who allow me to create my own Stream and Stream it via Azure?

The Point is I saw that streaming via Azure is "cheap".

1) What kind of Software can I use? Before someone argue around I dont know what kind of Cam Gear could be available.

Maybe some kind of HDMI Imput Card because the "Camera People" say beside of SDI (or how does it called) only HDMI is an Option.

2) What kind of Service do I need for an Live Stream?
Do I need a CDN? Do I need "Bandwith" or is everything include in the Streaming?
I also need Encryption for the Stream because will be Pay per View (to get funded everything).
