Gaming stutters/ CPU throttling for no reason!

Hey guys! First time posting here. Basically my problem is that I am getting random stutters in FPS games like COD Black Ops 4 and the Battlefield V beta, it seems like the CPU is throttling. I played a ton of fortnite and had no issues in that game. With task manager up I can see really quick and harsh dip in CPU utilization that times up with my stutters. I can't figure out why my CPU is throttling like that. I have a 6700k overclocked to 4.6 and then temps stay around 71c when gaming. Memory usage is at about half. CPU utilization normally lives around 80% when gaming (except when it plummets for no reason). I play at 1440p and normally when I try to play the games at 1080p to see if that would help it actually makes it worse. My friends have PCs that aren't as fast as mine and they don't get any of these problems when playing. Any help or suggestions would be awesome!

Both those games are CPU intensive. Battlefield V Beta in particular was CPU limited at 1440p 144hz for me.

Also indicates CPU being the issue.

If you're using a 1440p 60hz monitor, try enabling Vsync to see if that helps.

It's possible that the total usage is 80%, but there are one or two cores that are maxing out at 100%.

Try running MSI Afterburner with its own screen display to see your CPU usage (individual cores), as well as GPU usage and RAM usage.

How certain are you that the temps never spike any higher? Also using a better hardware monitor tool might further help diagnose the issue. 80% overall usage still could mean that one or two cores are maxed at 100%.

I have a 1440p 144hz GSync monitor. Should I still try turning on vsync?

I'm not very certain. Have mainly used task manager to check this. Are there any free applications that you would recommend?

MSI Afterburner is free.

In order to enable the On Screen Display for real-time monitoring, open the program and go to settings. Then  to the Monitoring tab.
From the Active Hardware Monitoring Graphs list, you will need to select each item you wish to show and enable "Show in On-Screen Display".

For your testing, I will recommend the following items be selected to show.

CPU Temperature

CPU Usage
CPU1 usage
CPU2 usage

CPU3 usage
CPU4 usage
CPU5 usage
CPU6 usage
CPU7 usage
CPU8 usage

CPU Clock
RAM usage
Pagefile usage
Framerate

GPU Temperature
GPU Usage
Memory Usage
Core Clock

 

You will also need to go in to the on screen display tab and assign a keybinding to toggle the display on and off.

 

This will show you the full range of your CPU usage figures as you play as well as information on your RAM and GPU.
If it is a CPU bottleneck, then you should expect to see high CPU usage (80+%) on either all cores, or on individual cores. As CPU usage is high, GPU usage may decrease as the GPU is waiting on more information from the CPU (indicating CPU bottleneck).

As mentioned something like MSI Afterburner would work, CPUZ, or OpenHardware Monitor all are free and work great. Task manager is not that sophisticated compared to these programs.

Update!

 

So after spending a week or so monitoring MSI Afterburner (thank you guys for that suggestion) I still couldn't figure out why I was getting all these stutters. My CPU utilization wasn't unusually high on just one or two cores/threads. It seemed pretty spread out and normal. I did notice that my CPU clock speed would dip from 4.6 Ghz all the way down to 800 Mhz! And that is when I would see the stutters. It was weird because it wouldn't always line up with CPU utilization spikes. 

 

After tinkering with a few things I decided to try to overclock my CPU more. I could not get a stable build at 4.8 or even 4.7 (I don't know a ton about overclocking so not sure where I went wrong). Then as a shot in the dark I actually reduced my CPU clock in my BIOS from 4.6 down to 4.5 AND IT FIXED EVERYTHING! I don't know enough about computers to know why this helped. I am assuming that my overclock to 4.6 wasn't 100% stable and something about those games was stressing the computer in a way I hadn't before. Its been several days now at 4.5 Ghz and my experience has been MUCH better. Maybe only 1 or 2 stutters when there are A LOT of things going on on screen( like lots of particles, explosions, and characters). But overall it has been super smooth at 1440p at around 100 FPS.
