Watchdogs 2 corpse in air vent?

Has anyone noticed that there's what seem to be body bags in the air vents in watchdogs 2?

 

Here's a picture of what I'm talking about and where it is.

looks like some random ragged piece of cloth to me

It could be just a ragged piece of cloth but I don't know why I see the outline of a body bag
