20 cores 64gb system 1600Mhz nerfed to 8 cores 32gb 1333mhz?

I just bought a new duo cpu system and got the weirdest issue of my entire life. First I got 2 xeon cpu 2660v2 but it only shows 1 CPU in socket 1(socket 0 isn't detected) And I got 64 gb ram 16gb stick each, only 32gb is detected. Even more, those are 1600mhz units. But windows 10 only shows 1333.

 

I place my hand on both heatsinks because I'm worried if the cpu power cable didn't plug in correctly. Apparently both heatsinks are pretty hot suggesting that both cpu are running properly.

 

 

What could be the problem

Also try swapping the CPU's around to see if it's CPU related or socket/config/seating related.

I have tried swapping the cpus but it seems that they are working fine on a single socket. The problem is the Socket 1 which I dont know what's causing it. I have swapped everything but now it gave me 6A error and I can no longer boot when plugging on both sockets.
