What should i upgrade to?

I currently made the mistake of getting an h370-f motherboard thinking I'd be able to overclock, which i was ashamed to find out i couldn't. (although i kind of dont mind, i dont want my system to crash all the time or monitor it)
But seeing how i want the best of the best performance, overclocking is a necessity for that scenario. 
This is my specs for my desktop atm:
Asus strix H370-F 

Corsair vengence 16GB DDR4 2400Mhz 

i3 8300 
650w corsair CX650M 

 

I want to game at 1080p 144hz, i sold my gtx 1060 3gb because it wasnt able to deliver that performance. I don't want any bottlenecking either, so i have $479 plus a possible $300+ if i returned my items to amazon and bought an overclockable motherboard. 
Preferably i would like RGB computer parts because common they look pretty nice 

Mainly i want to play FPS games, Assassins creed games, and those horror type games like outlast.
RPG games as well, but the main thing i play is mainly any FPS. 

Needs to last at least a couple years with ultra settings because i keep running into bottlenecks

your CPU doesnt allow overclocking either

Would a CPU upgrade be necessary or the GTX 1070 Ti is fine paired with the i3 8300?

If you use 1080p ultra settings then the CPU shouldnt affect performance, of course it's good to upgrade the CPU if you have the money.

Because i can theoretically have $700+ if i returned my cpu and motherboard

$700 won't get you the best of the best performance.  You can't afford that, from what you're saying.  You want a good bang/buck build. 

 

The above poster listed a good balance, so do you have a good large SSD for your game library to minimize load times?  You could go i5 but the 2600 is just as good for cheaper, and you don't have enough for 8700K and motherboard.

Indeed.  AMD is currently the best price to performance leader.  That R5 will blow your I3 out of the water.

 

Take that extra cash and get a nice CLC Water cooler, with RGB, and some light strips, and have a great day :D

Yeah i really don't have the money for a 1070 Ti AND a CPU upgrade, unless i got a used GTX 1070 ti and bought the new intel i5. 
I'd rather keep things new though so, yeah i'll look at benchmarks for the i3 8100 and GTX 1070 Ti.

forgot to mention i have a 120GB SSD, 1TB hard drive, and another 500GB hard drive with 16GB intel optane
