Very strange CPU problems in GTA 5?

When playing GTA 5, my game freeezes and my clock speed goes from 5000mhz to 3000 - 4000mhz when it does the stutter, no other games do this, at least from the ones I have tested.

 

Cpu temp didnt pass 52 degrees when playing.

 

Any ideas why this might be?

 

i5 8600k @ 5Ghz 1.27v, Kraken x62 - Z370-F

 

 

System Specs

GPU - Asus ROG Strix GTX 1080

CPU - Intel i5 8600k @ 4.8Ghz

Motherboard - Asus ROG Z370-F Gaming

Ram - G.Skill Trident Z RGB 16GB 3000Mhz

Cooler - NZXT Kraken x62

PSU - Corsair RM550x

Storage - Samsung 860 EVO 250GB / 1TB Barracuda

Case - NZXT H500
