35 states, including New York, have told the FCC to do something as robocalls continue to rise, estimated at 30.5 billion in 2017.

My Thoughts:

I'm sure I'm not the only one who Googles numbers that call me. I'd say 75% of all calls I get are spam. I'd be glad to see an overhaul of the American telephone system.

This will be a much better approach than what Australia took to nuisance calls.

Aus has the "Do Not Call" register where you put your home or mobile number on a list that telemarketers then 'wash' their dialling lists through which will remove any numbers found in the Do Not Call list. If the telemarketers call any number that is on the Do Not Call list they can face huge fines. Political organisations, Religious organisations, Non-Profit organisations, and Charities are all exempt from the laws and can contact anyone on the Do Not Call list. The list also doesn't apply to companies and call centres outside of Australia. Also obviously does nothing to stop scam callers such as described in this news article. In other words, it's essentially useless.

 

Filtering the calls at a telecommunications provider level and blocking out nuisance or scam calls will be a much better feature. I'm actually surprised providers haven't already taken it upon themselves to offer this. If one provider was slightly more expensive than a competitor, but offered this filtering service, I'd sign up. Even if it was an additional service fee that can be added on top of the plan, like an extra $3/month for nuisance call filtering, I'd probably sign up for it (presuming it also blocks out telemarketers, call centeres, and any calls from India/Sri Lanka/Pakistan/etc).

It's to the point where I literally don't answer my phone if it's a number I don't recognize. This is especially irritating because I'm currently looking for a job and I'd really like to NOT send a call to voicemail if it's a potential employer.

 

And then there's the calls I get from people that are super angry that I called them, and threaten me with all kinds of bigoted accusations. I had to change my voicemail to specify my name and number and also a blurb saying "if you have no idea who I am, then you got robocalled, and I can't do anything about it."

 

The problem as I've read, is that POTS still exists, and POTS offers no guarantee of identity at all. Using something like SIP-based telephony systems would allow certification of identity (much like HTTPS verifies the identity of websites), but that would require COMPLETELY removing POTS from the equation.

POTS should be deprecated to an emergency contact system (911 only), it's old, it's electrically dangerous, and most ISPs have switched to having telephone over the modem/router combo like so:

It should. The problem is I foresee ISPs being like "well now we have 'increased traffic' therefore your bill will now be [absurd amount] per month instead of [slightly less absurd amount] per month.

These spam callers cannont be blocked no matter how they try to fight it. We get many calls reporting them and at the ISP level I can see the routes it taking and by the time reports are submitted to major carriers to trace their side the far end is already gone.

SIP is just the authentication of the caller so no one can can just manipulate the calling number and spoof it. POTs is layer 1 just like ethernet. 

 

The problem is TDM which is like a typical POTS line.

That port is still at POTS port. Translation is done to SIP or some other protocol to traverse over ethernet. POTS is the layer 1

 

And no its not dangerous. I have been zapped by many T1s and standard POTS lines and its just a quick bite. ?

It's still quite a big zap. 50VAC if I remember correctly. Rarely enough to kill you but enough to startle you off a ladder

48v DC and ~92v when it rings. DC is so much less harmful than AC and requires more to V to give you that zap. 

 

I usually get zapped when in a block troubleshooting a pair and someone calls someone and I am close to the prongs. It will make you jump and your arm will be numb for few mins lol. Nothing dangerous really.

Please end robo calls I never ever answer my phone anymore if they know me or need to get ahold of me they will leave a message. Sadly even robo calls are leaving me messages now.

The SSA (Squabbling States of America) has  pretty much the same thing called the DNC (Do Not Call list) with the same exemptions. Only the really large violators get caught; small scale callers and out of country callers still get away with it.

 

One thing that did help in the SSA was to outlaw all robo calls to cell phones. That has been surprisingly effective with telemarketers, politicians, etc. located in the USA. That prompted me to ditch my land line and replace it with a home cell phone system that connects to regular landline phones in my house (far more convenient for me than a mobile cell phone since I can have multiple phones throughout the house on the same phone number). Besides costing a little less per month, it alone eliminated the worst of the telemarketing calls and all of the political campain (a deliberate but more accurate "misspelling") calls. I also have Caller ID blocked.

 

Being stingy with who gets my phone numbers has further reduced the number of spam calls I get to, maybe, one a month. Business that think they just have to have my phone number (but really don't) get a phone number with the exchange replaced with 555. Anyone stupid enough to call the number gets redirected to directory assistance.

 

I also have a pay as you go plan for my dumb as rocks mobile cell phone (it's even a flip phone) that charges $1.99 per day on days when I actually use it, which is so rarely, I just keep it turned off until I actually need it (unlike most people today, I do not need to be connected at the lip 24//7; the phone is just for emergencies). To avoid phone spammers outrageously running up my montthly bill (I have my plan set to take out $5/mo from an account plus another $5 if the account balance drops below $5), I turned off texting (I hate texting; if someone wants to talk to me, they can talk to me) and voice mail. Since the phone stays turned off, if someone tries to text or call me, the text or call doesn't go through and I don't get billed. I have yet to give that number out and have Caller ID blocked.

 

I just hope never meet a telemarketer. I don't want to go to jail for attempted murder.

It's just the way the plan works. I blocked texting and voice mail not too long after I got the phone when I saw charges for them both when they were received and after I accessed them.

I get so many robocalls from spoofed numbers that ignore the do not call list, it's unreal.

The US used (still sorta does) to have a DNC line like that, and it actually worked really well. I went years without scam calls that became instantly commonplace when the original round of the registry expired again. Now it's probably 2-6 of them a day.

I have found out if you make noise like you are talking the automated message pauses so if you scream into the phone for a couple seconds it eventually just says goodbye and hangs up

I get about 1 Spam call daily. Its fucking ridiculous.

And people wonder why I don't have Message Bank (or similar) on my landline (in the phonebook) along with having the ringer turned off - the landline exists only for outgoing calls and because I'm stuck on ADSL as it's bundled in with the monthly bills anyway ($29.95/month landline rental), so if anybody tries ringing it they will never get a reply nor a pit to drop a message into.

If someone like my doctor, Shittylink (Centrelink), my chiropractor (they're a registered medical bunch down 'ere) or AusPost (for package pickup notifications) needs to contact me, they and only they have my mobile number, is I otherwise don't have it listed down in the phonebook or such. But more often people who "need" to call me already know I channel all my incoming calls through my dad's mobile as he's my registered contact and carer (and his number isn't in the phonebook or similar lists, it's only given out on an as-required basis).
