PC powering on but not posting

I just helped a friend build a pc. Everything is connected and Case, CPU and GPU fans spin when powered up, however, using HDMI cables with either the ports on the MOBO or graphics card, it is not posting. 

I don't know the entire build, but he has a 

GTX 1050ti, 

Corsair - CXM (2015) 450W 80+ Bronze Certified Semi-Modular ATX Power Supply

BitFenix - Nova ATX Mid Tower Case

Kingston - A400 120GB 2.5" Solid State Drive

Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive#

G.Skill - Ripjaws V Series 8GB (2 x 4GB) DDR4-2400 Memory

and an AMD chip + mobo- i think a ryzen 5 2600. 

His monitor is a AOC G2460vq6

 

I am not reaching bios. When the pc turns on, the monitor does too, then displays the No Signal message

Msi b40 tomahawk

Ryzen 5 2600

NZXT H500

Arctic Freezer 33 

EVGA supernova 650 watts 80+ gold

3x WD caviar blue 1tb HDD

1x Corsair SSD

Make sure his PSU will power on a system, yours for example.

 

If you get the same results with his PSU in your system, then replace the PSU.

is this the only way i can fix this because, putting it bluntly, my cable management is shit, my pc is gonna be hard to transport to where he is and it is generally gonna be a pain in the ass?
