pc stuck at asus icon after every successful boot into OS

Motherboard: Asus Z97-K

OS: Windows 10 1803 x64/Ubuntu 18.04 x64

The card: emulex lpe12002

 

hey guys, I just experienced a very weird problem after installing a Emulex PCIe card and its driver on both OS and uninstalling all of them completely afterwards.

 

The computer now will stuck at the ASUS screen (self-check) every time after I boot to the OS successfully. Caps Lock won't change when I press it, and del key doesn't make me to the BIOS menu.

 

I force shutdown at that screen and it will work as normal in the next boot, no matter which OS I boot into. And things go wrong after booting into OSs, logging in (maybe?) and shuting down again.

 

By "successful" I mean I tried to shutdown in grub and asus screen which next boot worked.

 

Also, I only need to click the power button once to shutdown in normal boot when self-checking, but I need to hold the button for about 3 seconds in unsuccessful boots.

 

And ideas?

I haven't got a solution. I'm wondering if there's a way to collect the dump file of bios so that I can know what the problem is.

BIOS update?

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

have you removed the card?
You're experiencing a hardware lock.

It's not a race to the bottom.

Yes I did.

What should I do?

 

I googled "hardware lock" but didn't find any useful information. I'm pretty sure we're referring to the same thing, but I still have no idea technically how to call this problem...
