Type of stuttering and lag I've never seen before

Ever since Upgrading to 8086k from 4790k a week ago, I've been getting a very bizarre form of stuttering. The PC will stick, but the audio will screw up like it's crashing (the jittery buzz that a BSOD usually makes). However, the PC does this for a split second, then will usually go back to normal. Sometimes, however, the framerate takes a couple seconds to get out of the twenties.

Things it is definitely not:

- a bottleneck. The CPU is better than before, and I have the same graphics card.

- temps. My CPU is around 65 after a 30 minute aida stress test.

 

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Yep, all new OS.
