i3-8100 vs Pentium G5400

Depends on what you mainly do. If it's just web browsing, the pentium will be better due to its very slightly higher clock speed and the fact that you don't need too many cores to use an internet browser. For performance, or anything else besides browsing the internet, the 8100 will be better due to a higher core count.

I'd go i3 because it should be enough for GPUs up to a 1070ish level if you do not multitask at all during gameplay, makes sense since you're so tight of a budget even if the pentium is enough for a 1050 you'll be looking on greater spends if you ever wanna more juice GPU wise.

Either ways I don't really recommend a 1050, either a second hand 960 or try affording the 1050 Ti if you really want to have freedom of choosing what games you play.

Which cpu is better for my build? https://pcpartpicker.com/list/tZmDnH both are in budget.

Probably neither

That's likely a used hard drive that you probably shouldn't bother with.

Should just use the iGPU of an R3 2200G until you can afford something like an RX 570 or RX 580, or just get the R3 2200G anyways for the AM4 upgrade path.

B350 bios is likely updated already, B450 is $20 more otherwise.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

I'd be going second hand at that price. As scrapyard wars has shown, you can get a lot more bang for your buck with older hardware.

If you plan on using for more than 2 years then i3 8100 is the way to go. Also for most modern build, even budget build should include a small SSD for OS. So ideally any 120GB SSD + 1TB HDD would be fast and plenty for your games in the future so that you won't need to spend more. Upgrade to 1050 Ti is a plus too, it's worth the price IMO.

What do you use it for? Gaming only? Non-gaming stuff? Or a little bit of both?

I would consider look at used past gen chips.
