CPU: AMD - Ryzen 5 1600 3.2GHz

GPU: Asus - GeForce GTX 1060 6GB 6GB Strix

Motherboard: Asus - Prime X470-Pro

CPU Cooler: Scythe - Mugen 5 Rev. B 51.2 CFM

Memory: G.Skill - Trident Z 16GB (2 x 8GB) DDR4-3200

 

I believe my new rig is not running at its fullest potential. I first noticed when I started playing game such as No Mans Sky NEXT when it looked fine, but the frame rate was low and would skip a lot. Then recently I've been checking out benchmarks and stress test when I noticed something odd; whenever I would run a stress test, I would have my task manager open to watch the CPU utilization. On RealBench, it said my CPU was running at 100%, but on the task manager it was stuck on 39% constantly. I found multiple solutions online but none of them seem to be fixing my issue. I have done clean boots, power management in the control panel, and things like using misconfig. I just want my rig to run the way it should and I'm new to the PC gaming world so I'm not too sure whats wrong.
