I have 2 computers. one is a desktop and one a gaming laptop. Today I test them with Cinebench.

while testing, I use task manager to get clock speed of cpu. Clock speed does not change during test.

one has clock speed 3.89 and score is 841

one has clock speed 4.09 and score is 825

both cpus are kaby lake with 4c/8t, with 256K, 1M, 8M L1-L3 cache.

I try to run the test many times and test after clean reboot, but the one with higher clock speed always lose.

I am confuse. I want an explanation.

16 CB score is nothing at least to me, it's more margin of error more than anything especially with a 200MHz difference. Can also come down to luck of the draw.

It can depend on how soon you run the test after a reboot. You also may want to reboot twice after changing the clock speed. Also, make sure you're not doing anything while Cinebench is running.  It will lower the score.  You will almost always see Cinebench score vary from one run to the next. Try three and average them together.

Also, make certain you have the same programs open or closed because any background tasks will reduce your score.

I gained way more than I thought,...extra CB points just from closing HWinfo and Msi AFterburner (Due to their Monitoring sensors refreshing every second) with 1% CPU time at random. Background software, Driver versions, all the nitty gritty stuff,... has the slightest effect as well.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
