GPU clocks spiking when on desktop

Hell everyone, I've made a topic like this before but this is getting out of hand with my GPU. This crap used to never happen. I've been seeing my clock speeds jump like crazy and often get screen flickering when im on my desktop. I never have this problem in game, only on the desktop or windowed applications. I have a video showing whats going on. when my gpu clock speeds spike up, it sometime cause my screen to flicker. 

Im using a Sapphire Rx 570 4GB.

 

This used to never happen to me when i first had this gpu. I used an antivirus to see if some btc miner virus is on my pc and it showed nothing. I uninstalled all drivers on the gpu and that did nothing. can anyone explain whats happening to my gpu and why the screen flickering?

hahaha idk, but this is how my now DEAD gpu was acting before I put it down. It might not be dying but i dont really know what to say.

Well my gpu is not acting that crazy XD. Not like i can RMA it because i do not have a spare gpu.

Does anyone have an explanation of whats going on??

I suspect the cable to be bad or signal interference of some sort, i'm not sure.

 

What I do know is that the clock speed jump is normal. These days GPUs and CPUs are all tuned to jump clock speed even under the slightest of loads. Maybe for improving response time, finish things faster and back to idle state again for power saving, Idk.

This used to never happen. When im on desktop my gpu and mem clock would stay at 300mhz. Just very confused and i dont really know if its a bad cable because im not having any problems in game

Whats so strange is that if i plug in a second monitor, The screen does not flicker at all and the mem clock speeds stays at 1750 but the GPU clock spikes up. While if i have 1 monitor connected then the GPU and mem clock stays at 300 but would spike up 1000mhz (mostly the mem clock). Does plugging in a second monitor to your GPU affect its performance in games by a lot?
