I Have an extra fan. Kali only is able to install to 10% before it overheats, and i dont have an os. i tried installing windows xp to just.. get an os.. BUT IT OVERHEATED AGAIN! ughhhhhh! My fan isnt broken, i can hear it rumbling :/ and the extra fan is working hard, my device is Packard bell easynote tv (its not a tv)

Sounds pretty exteme, geez. Have you cleaned out the fan/heatsink? If so, you might need to run it propped up and without the bottom panel so the fan can grab more air. If that still doesn't work then check the contact of the heatsink and CPU. IFixit should have a teardown /repair guide telling you what to do in order to repaste the CPU.
