Buy an older Optiplex with an i7 (probably 2nd or 3rd gen) CPU, 8 gigs of RAM, and at least a 500GB hard drive. Then buy a 450+Watt power supply from an actual brand (EVGA, Seasonic, Corsair ... NOT Logisys). In addition, buy a mini 1060 without a backplate and install it inside. That should be good, and underbudget.
