Computer turns on for a split second then shuts off and then booting

I have looked at a bunch of forums trying to figure out what the issue is here but it seems that no one is has quite the exact same problem.

 

What's happening is when I try to start the computer 2 days ago it turns on and shuts off immediately and after 2 second it will turn on with only led and fan spinning. no signal to monitor or even booting to windows.

so i tried to find the problem. i saw the LED on my Gigabyte g1 1060 flashing. after i unplug the vga it's start booting but with a similiar problem on off and then boot. i tried to plug the vga again and now its booting still with the 'on off and then boot' problem. the vga white led indicator always flashing. i stress test the CPU and VGA a couple times but everything seems normal. no BSOD or else. 

 

So.. I'm guessing there is something wrong with the PSU. Of course, I'm not too great with computers, so I feel I might be missing something obvious.

Any ideas on something I might have missed would be appreciated  Otherwise its time for a new PSU
