You could probably find a Cryorig H7 for that pricepoint. I know for sure you could buy an Arctic Freezer 33 eSports One or even push for a push-pull version dubbed the 33 eSports Edition, I personally use an Arctic Freezer 33 eSports One with my 8600K overclocked to 4.6GHz and temps barely reach 55°C on full load.

 

For that budget, a 120mm is possible but I wouldn't recommend it.

Honestly, an AIO would probably be your best option. Something like the H60 or H80i from corsair would probably be your better options. But if your budget is really constrained, you could go for an H55. I've had the H55 through 3 builds and 2 CPUs. I've never OC'ed with it before, but its managed to keep my Ryzen 5 2600x below 75C at stock speeds (impressed since its got a higher TDP than my last CPU, which stayed below 70C).

Even very reasonable sized Mugen 5 is too big.

Cryorig H7 quad would fit with its 145mm height and fit also to budget.

With offset design its also free from memory clearance issues.

Because of lot higher complexity water pipe coolers cost lot more for comparable quality of parts.

And good long term reliability would pretty much need refilling ability.

(best performance would actually need replacing coolant once in a while)

 

Compact/slim radiator ones aren't even better in cooling performance per noise than good high end heat pipe coolers.

Having water pipe in place of heatpipe doen't make heat magically disappear and it needs to be dissipated into air.

Which needs surface area, something compact/slim radiators don't have in big amouts, while having pump as additional noise source.

The listed cpu cooler clearance spec doesn't account for the side panel bump. There's at least 158mm of clearance since there are a number of systems running a Hyper 212 or NH-U12P in the case. https://pcpartpicker.com/builds/by_part/pDphP6#h=3,428,48

According to a review from eTeknix, even the 165mm tall Themis Evo fits: https://www.eteknix.com/corsair-carbide-series-spec-01-mid-tower-chassis-review/4/

That being said, I'm wary of the actual height of the Themis Evo since it's doesn't look 165mm tall and both the price and performance are a bit strange if it were 165mm tall. Budget AIOs are waste of money compared to air coolers of same budget. If air cooler can be fitted, then its automatically better pick. Unless user is looking for looks over performance.
