Help me to get best price for this graphics card

i am planning to gift a rig to my youngest brother on his birthday(9 years old)

but i dont know that this price is good for this 2nd hand graphics card

its zotac gtx 760 with 2gb vram buffer

bought in 2016 by the seller & he refuses to let me know if its second hand or not!!!

he is demanding 85$ for it

as i know it launched in 2013 so i was quite offended that how he bought it in 2016

shall i confirm this deal

(please note: if i am very limited to amount of money i have for this rig)

he's definitely selling it as 2nd hand. You can find the same card on ebay for $40 US
