I don't have your soundcard, but my SoundBlaster X does have voice changing functions. I would advise you to check if anything is on under "Voice".

If there's nothing there, type "Sound" into the start menu, and find what you're using to record audio. You may not be using what you want to be, so check the source you want to use is set as default.

If you are using the correct device, double click that device in the recording settings, and see if there are any "Enhancements" that are on that may be effecting your recording.

Here, you could also check your mic by listening to it through your headphones, by ticking "Listen to this device" and Applying the setting.
