Buffer sound like effect on every YT Video

When I watched TechQuickie's newest video, specifically this one, I experienced a weird buffer sound like effect on the sound. I was confused but then, when I went to watch another video, the same effect happened too. Video slows down and sound sounds slower than normal. Anyone got a solution to this? Because I'm confused. Like really confused.
