16GB RAM installed but only 7.95GB usable

So far I have tried using different slots for my ram (dimm slot 1/4, and 2/4 and 1/2) and i have tried going to msconfig>>advanced options>>unchecking then re-checking the maximum memory box so it showed the correct amount of memory I have.

I have looked in my BIOS, and it shows that 16GB of memory are seen. What the heck is happening? This ram is brand new. My motherboard is the msi 970 am3+ motherboard., and my ram product model is adata AX3U1600W8G11-SD
