how far can i overclock my rx 580?

Not a fan of wattman myself, I'd use a 3rd party tool like trixx or afterburner or something. Might be why you can only go to 30%? Don't be afraid to give it voltage as long as it's not overheating. RX580 does not like to keep high clocks past 70C, but is still safe at that temp

 

Here's my "safe" overclock if a game doesnt like the 1550 speed or doesn't scale

If you pass superposition or 3d mark consistently it's basically stable. You can definitely mess with both memory and core clock at the same time imo, rx580 can often just do the maximum of 2250 no problem.

 

Also, git urself a custom fan curve. I have mine set to 0% until 50C and then 15% at 51C, quickly ramping to 60% at 60C (this is where i hover most of the time), maxes out at 100% at 80C but like I said it will probably crash if you go over 70C on a high overclock. My 1550 profile hits 100% at 70C instead for that reason due to the higher voltage
 

so i have the sapphire pulse rx 580 4gb. it was about 1311mhz i think. i just pushed it up to 1500. i guess it works? didnt test with games yet. my memory clock is at 1750. can i clock that higher too? can i clock the gpu clock higher? how? is it safe?

You should be testing and bumping up the clock speed after each pass. You should only be messing with one part at a time. So dial back memory clock and stick with clock speeds

Not a good enough stress imo go for a openworld like battlefield 1, render with gpu, etc.

It pushed my clocks back after the amd watmann setings have been restored. What do i do

Reset the overclock, start with only core speed. Add 10% and run https://benchmark.unigine.com/superposition for 15 minutes or until one benchmark. If it fails then lower the clock if it past add another 10%. Once you get something stable and doesnt crash start adding to memory clock. Dont mess with core clock and memory clock at the same time or you will never find a stable overclock

Welp. It now is at 1430 1780. Almost  no difference. Or else it stutters to much or crashes. Do i need to add more voltage for the overcloxk? I havent touched the voltage btw

I'd just set it to +50 power limit and leave it alone. From my experience you have about what I'd say is a average/good overclock on a rx card. Rx cards don't get as high of numbers as Nvidia cards will. 

 

My rx stock speed is 1256 I can get 1340 max stable on both.
