Is there a chance that my PC doesn't recognize my monitor because I'm using WIN7?

does the monitor work on other devices?

Windows can only be the problem if it does not have the drivers to run the monitor.

or a windows update can install the drivers for you.

I tried every solution to fix my monitor, but my PC just doesn't wanna recognize it, so before I bring it back to my shop, my question is, will WIN10 fix the problem?

It is unlikely but could you give some more details. What monitor, PC specs and what have you tried so far.

Also does it work in the BIOS

is not windows fault, probably you conected your secondary monitor to your igpu and need to activate first from bios... thats the common issue but if you dont say anything from problem we cant do anything.

1º monitor works with other devices?
2º Its a single monitor or you have 2?
3º where do you have conected (motherboard or gpu)
4º what gpu do you have

things like that can solve your problem...

Case: Corsair 760T  |  Psu: Evga  650w p2 | Cpu-Cooler : Noctua Nh-d15 | Cpu : 8600k  | Gpu: Gygabyte 1070 g1 | Ram: 2x8gb Gskill Trident-Z 3000mhz |  Mobo : Aorus GA-Z370 Gaming K3 | Storage : Ocz 120gb sata ssd , sandisk 480gb ssd , wd 1gb hdd | Keyboard : Corsair k95 rgb plat. | Mouse : Razer deathadder elite | Monitor: Dell s2417DG (1440p 165hz gsync) & a crappy hp 24' ips 1080p | Audio: Schiit stack + Akg k712pro + Blue yeti.

From another post you only  say that is your only monitor ( so do you see windows ) 144hz needs display port cable not hdmi, conect via displayport and on monitor settings (even is a general monitor) you can change refresh from 60 to 144 (must be conected to the display port)

the monitor doesn't have displayport support, and I use DVI-DL not hdmi
