I've heard most people tell that stock cooler is enough for an 8400 but I'm still paranoid, I can shell out $50 and get an MA610P, that's the best cooler for that price available here in my region. Anyway, as you read in the title, I will be getting the upcoming flagship gtx or rtx or whatever card and will play games maxed out in mostly 1080p and 4k sometimes. So, will the 8400 be okay with just the stock cooler with games maxed out in 4k? I don't want temps to go above 60-70 c. And is the MA610P good?

I don’t know how good the MA160P is but the stock cooler will keep it cool enough although I can’t give an estimation. The only reason you’d probably want to get a new cooler for an 8400 is either noise or your maximum heat limit is super low. Even if it does reach 60 or 70c (70c I highly doubt) it won’t thermal throttle so you’re good although 60 is a bit toasty. Just use stock and if you’re not happy with it then get a new cooler :D

Where do you live? You might be able to get something better like a Gammaxx 400, Pure Rock, or C7.

The stock cooler is okay. The GPU pair with it doesn't really matter there.

Can you link to site you are using? That CM cooler is far from best budget solution, but its not bad. Stock will be enough for cooling wise, and only real issue is noise that it makes.
