Plug it in to an external drive enclosure and format in Windows.

Would using a SATA to USB-A cable work to connect a PC SSD to a 2009 MacBook Pro 13” as a main storage device?

I don’t know Mac that well, but I don’t think that is possible. It isn’t possible in Windows or it’s slow, and it would be limited to either the USB 2.0 speeds or 3.0 speeds.

It should work, but I only recommend it for external storage. The speed will be so slow that it isn't worth it.
