Can Minimum graphics settings do the job?

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Does the monitor have adaptive sync? Like freesync or Gsync? What monitor do you have?

 

You can forget 240 fps in a lot of games. Your hardware is good, but the difference in games make it hard to achieve 240fps. Best way to circumvent that is adaptive sync

An i7 6700k/i7 7700k would be a good upgrade

GPU= RTX 3050
SSD = Samsung 980 Pro 1TB

Laptop:
CPU= AMD Ryzen 5 5500u
RAM= 1X 4gb (soldered 3200mhz), 1x 16gb ddr4 3200mhz (so-dimm)
SSD= Samsung 970 Evo 1TB

Either upgrade your CPU to a 6600K/7700K, or wait for the new Nvidia Cards and pickup an 1180ti/2080ti when it eventually launches.
