High CPU useage at 3440x1440 75Hz

Specs

 

Core I5 8600K (tried at 4.8GHz and stock)

GTX 1080 Ti STrix (OCd and stock)

16GB 2400MHz RAM (8 GB in use while gaming)

750 Watt Corsair PSU

Samsung 960 Evo 1 TB (200GB free)

Temps remain below 75C for both CPU and GPU while gaming after 2+ hours

Game: Rainbow Six Siege with Ultra texture pack and max settings (T-AA 1X @ 100% render scale)

GPU is at aorund 95% usage while gaming.

Nvidia settings are default, except negative LOD bias is clamped (default allow) and power usage is max performance.

 

I tested gaming at OC and without OC, still has lag spikes. The CPU should be aorund 30-40% usage right? While gaming its around 80% with spikes to 100% which is giving me low FPS and makes it hard to play. I read that at higher res and framerate makes the game more GPU dependent, but my CPU seems to be bottlenecking my GPU even though i read multiple times that it should not

remove the texture pack and set the game back to it's original state , it's an 8600k not a super computer.

Just going through the processes tab, nothing seems to be doing anything remotely demanding
